Dave K. had some good idea's about your problem. In the cold weather I've found that I have to crank my bike over a few times and then twist the throttle about 4 times. Do it again doing the same thing. You may have to do this a number of times in order to get it to fire. The cold of the cylinder dissipates the fuel quickly. The bowl of the carb may be dry and by cranking it over refills the bowl. By twisting the throttle a number of times puts enough fuel into the cylinder to fire, eventually. Make sure you have a good spark plug too in order to create the fire. Just remember, don't do this in hot weather or you'll flood it.
